The problem with using a modal form is that it creates a modal evnironment. Where menus are very usefull, and toolbars aren't readily available. Modal is not a desirable state to put and application in. It restricts the user's options, prevents the user form branching off where they want to go.
Also, using a modal startup form is approaching the process centric interface design of the mainframe days in the 70's and 80's.
