If you have a resource file in use, and the user closes the toolbar, the next time a report is run the resource file remembers the setting and knows the user wanted it closed. Try turning the resource file off before running reports ... or make the resource file read-only. Just be sure the resource file you mark as readonly has the toolbar active.
