Who knows, whether it should or should not? Did you try to reinstall the Office with the Custom option and verifying that MS GRAPH pieces are installed completely?

The bottom line is that if there are several PCs that work, and only one PC where dialog appears, then on this PC only something is differ from others PC, and most likely it is MS GRaph option because you do not get the dialog if you do not have ms Graph.
