Sorry .. but the Multiple Detail Band feature is designed to work inside of the data groups. The only thing I can think of is to create a dummy group that falls at the end of the report and make sure the relation between the tables ensures that no detail 2 records match up until it hits that last dummy group .. and no detail 1 records match up with the dummy group.
