Once again thanks Sergey!

By having the Reportbehavior = 90 in config did it!

I was assuming that my option settings would carry over when building an EXE.

Other than reportbehavior, what other setting should I be concerned with when working with 9.0??

>For development it's stored in the registry and can be overriten with config.fpw and in turn by SET REPORTBEHAVIOR in code. You have to add SET REPORTBEHAVIOR 90 to your program or REPORTBEHAVIOR=90 to config.fpw for runtime.
