It was a registry repai/cleanup tool. If you actually have v4.1, DO NOT run it - it causes immense problems in some Win95 and NT 4.0 configurations that will result in a completely unusable registry. There is a fixed version, version 4.1a, that is safe to use, and can be d/l'd from Microsoft's site.
