As far as runtime, think of Silverlight like Flash. However, progammatically, Silverlight has the core .Net framework inside it and it runs on Linux, Apple, and Windows machines. There are still areas where Silverlight needs improvement to be an application platform. For example, databinding, but Microsoft is working on it.
