You have to be using the new 90 previewer. My guess is your app is using the default 80 behavior. Try this:

SET REPORTBEHABIOR 90
REPORT FORM intakesheet PREVIEW NOPAGEEJECT
REPORT FORM intakesheet2 PREVIEW NORESET
