If you change permissions you can do whatever you like <s>. If you need access program files folder you can just set permissions on that folder for a domain account that will be used by others.
But personally I wouldn't put shared data into program files. There's an 'official' location for shared data (ask Dough he'll know without looking it up in the guidelines I bet <s>), but I'd opt to put it into a root folder or an off root shared folder.
