Probably 'reimbursement' is not well enough understood by me. For my understanding, could you be so kind to clarify:

Do you get all the paid taxes (regarding the non-residents) back?
If that's the case, are you formally obliged by the government to pay back to all non-residents who paid those taxes?
If that's the case, are you obliged to actively pay back or should these customers fill in a request?
If you're not obliged to pay back, are non-residents free to fill in a request?

Let me restate: Personally I don't want that money back because you made a lot of costs.
