Because it was an intern, not just any civilian. It was an abuse of his position of power. That is what makes it a problem for the office and respect for him, but the real legal problem and impeachable action in my opinion will always being his lying under oath. It doesn't matter WHAT he lied about, the act of lying under oath period is the problem. There is no getting around that.
