After some research and a lot of testing, I'm convinced there is a problem with the visible property on the ole scrollbars. There is a clear "disconnect" between the property setting and the object's behavior.

However, you can set the visible property on the parent container False until the CreateObject() and Resize() methods are complete to prevent the scroll bars from appearing until they are in the correct position.
