It's not just a 'black thing'. I was doing a grocery store run at lunch here in a fairly affluent (mostly white) area and saw a kid who's pants were so lose (and low) that the belt loops were on the same level as his anus. Thankfully, he was wearing underware, since everyone could see dang near ALL of the underware, but every other step he was pulling his pants up.

And when you're spending all of your time pulling up your pants, you're not going to work well at a 'fast' food restaurant, or any restaurant for that matter. Would you want your food served by someone who just pulled up their pants?
