This sounds as if the wrong Arial font is installed. Run charmap on these computers and select Arial. The font should be a Unicode font (a little O-like symbol) instead of a TrueType font (a TT symbol). Then check "Advanced view" and make sure that the Character set combobox contains the value "Windows: Korean". If it doesn't Windows tries to replace fonts as it happens in your case.
