I hope this ordinance fails to pass. That said, I have no problem with school dress codes that require that underwear be _under_ clothes and not visible. That's a whole different situation.

BTW, the Today show did a piece on this while I was getting dressed this morning. The videos they had of young men with their pants around their hips were hilarious. I don't know how these kids walk. <g> Obviously, they don't realize how stupid they look.
