I do agree and I don't. While it's clear that the degree alone doesn't make one a good professional, sometimes it's a good criteria.

IMHO, a degree says only that the person heard (at least) about certain notions and passed exams at a certain level. In the same time, from my experience, it doesn't guarantee anything.

It's very similar to the years of experience, which, here in Canada, are almost the only criteria. The number of years with a certain language/tool/etc doesn't say much, form my experience.

Anyway, I don't agree that you should accept a lower rate only because of the degree reason. Ask for a test. While it may not be fair as well (because nobody knows everything and the test may be based on things you don't know), you have a chance to show what you know/can. Tell them that you'll discuss the money after the test.
