I don't see any option... either you are connected or not. If the connection goes down, you can't open for business.

You could employ a replication strategy that would push from your main database to the remote databases - and then push from the remote db's to the main db. But if you lose your connection, you again are out of sync.

I would contact the state agency that regulates this and ask what they recommend. I don't see what difference it makes whether they are running a terminal emulation or running a local program that is accessing remote data.

You can have redundant connections at each location, but that would be very pricey for that many places.
