It's because creating of installation package is requirement for normal distribution of VFP application. Sometimes, you can find workaround but it's just abnormal. Setup wizard is pretty stable and simple tool and I don't see why you don't want to use it. I'm a little bit acrimonous here, because I was couple times in situations when I had to fix problems arising from incomplete/non-standard installation process adopted by someone else before.
