The first step is I need to install .NET Compact Framework 1.0 Redistributable. I downloaded the cab file (netcf.core.ppc3.arm.cab), copied this .cab file to \temp folder on my Pocket PC. Then ran this .cab on my Pocket PC. It seemed to have installed everything without errors.

You can go to the windows directory on the mobile device, find the file cgacutil.exe and run it. It will show you the versions installed or you can do this: http://www.freewareppc.com/utilities/netcompactframeworkversionchecker.shtml
