You may want to use DeleteUrlCacheEntry before URLDownloadToFile so you dont get a cached copy of the file:

Declare Integer DeleteUrlCacheEntry In wininet;
  STRING lpszUrlName


DeleteUrlCacheEntry(m.lcURL)

URLDownloadToFile(0, m.lcURL, m.lcFileA, 0,0)
