Sure thing. I tried several versions but this one does the trick.

<add key="TWA\Connection" value="Data Source=C:\DevelopWebs\TWA\TWAWeb\App_Data\TWAData.vdb3;Password=1234" />

Just make sure there is a space between "Data" and "Source" plus remove all the extra stuff to start with.

When you get this working and if you are using security, please let me know if it works for you.
