Well, that was the customs of the time. U.S. did have its army deployed all over the world, and in some cases quite close to Soviet borders; it was also propping regimes to the left and right (except the left) and training their officers and providing weaponry etc etc. That was called "balance of power", IIRC. I'm sure the Soviet HQ were equally worried.

From what I read, Kennedy didn't want to do it, but had his hand forced by the CIA and a few other forces (mafia? Florida exiles?). I didn't really create an archive on the subject, though, I just remember reading some quite lengthy recaps of the story, with a lot of behind-the-scenes points of view.
