We apparently agreed to withdraw them under a secret agreement with the Soviet Union during the Cuban Missile Blockade. I don't offer that as an argument in favor of U.S. missiles in Turkey, but I think it's one of the things that wasn't known for a long time.

In other words, Khrushchev got what he wanted.
