There's (coincidentally?) an article in latest Harper's, "Disaster capitalism", which outlines the same mechanism of creating/using a disaster to pump tax dollars into an extraordinary situation where regulations allow for less scrutiny and accountability, and then turn the pumps to about three maximum pressures, so immeasurable amounts of tax money go into contractors' pockets in a wild stream. No control at all, except control over whistleblowers who may dare try to stop them.
