The situation regarding Japan is totally different (and was totally wrong as well, but it did change world view of American military capabilities at the time and the end result was probably diminishing the future deaths that would occur). We were at war with the state of Japan, not a fraction of her citizens. It was common practice for all sides to bomb factories with civlian workers and other 'military targets', but also large scale bombings of cities took place back then. Hopefully we have progressed beyond that. Oh my, not really up to this whole discussion right now. Maybe later...
