There are many reasons, I suspect:

- The world didn't know much about nuclear weapons
- The government of Japan had directly attacked the United States, which was an ally of Germany, whose government had already targeted civilians
- Japan itself had already targeted civilians, I believe (Rape of Nanking)
- Dropping the bombs did directly end the war, and probably resulted in saving lives

We now know much more about nuclear weapons, and their aftermath
The governments you have cited have not directly attacked us
Nuking any of those countries would not end this war. It would in fact spiral it so far out of control that it's difficult to describe.

There is a huge difference between deliberately attacking civilians and attacking military targets.
