The thing is that 2fps security camera on one of the most important buildings of the world does not sound reasonable to me, no matter what they were trying to capture, is that so difficult to understand? Even in our transit system where we "capture" people we have much more fps than that (well, maybe I exaggerate a bit here, anyways on Monday I can ask the exact fps of the old cameras).
