Good idea. So when will the Congress stop pouring money into Iraq? Because at least quarter of the money goes to Al-Qaeda et al over there. Not to mention the past financing of Contras in Nicaragua, coup in Chile, founding and funding the Taliban in Afghanistan, the mujahedeen in Kosovo and Metohia, mujahedeen in Bosnia and Herzegovina... that really needs to stop. Set an example, start from your own doorstep.
