Alex, you should have to install one Terminal Services CAL for every remote user you want (you can get device or user CALs, depending if you prefer concurrent or per seat counting). This CAL is different from the desktop OS cal your customer should have on its own.

Also, consider that a regular server (like a dual XEON, plenty of RAM) typically handles between 20~35 concurrent sessions. You have to do your own metrics by running your app on a single session and checking resources (mostly processor and memory usage) with the idle OS and with your app running an average or peak usage. This can be roughly extrapolated to calculate how many sessions your server will support.
If you think you will need to go beyond a couple servers, be careful: scaling TS is not trivial, and you may take a look at Citrix Metaframe instead (which is an additional cost and still requires TS CALs, but lowers many other costs and scales a lot easily).
