If you has 50 client computer and just 20 client will online same time, you need 20 licence for your server. Windows 2003 counts online users just same time. Your clients can log from different computers. Remote access program bundled with XP and freeware downloadable for Win98 machines.

we buy these licences local microsoft distributors, but licences come from microsoft specialized to per customer.
I know another alternative for windows terminal server "citrix". But I didn't use that...
