Make sure NetBIOS over TCP/IP is enabled for the relevant network connection:

Network Connection...Properties...Internet Protocol (TCP/IP)...Properties...Advanced...WINS...Enable NetBIOS over TCP/IP.

Another user reported fixing a similar problem by correcting a registry key:

HKLM\SYSTEM\CurrentControlSet\Services\NetBT\Parameters:

the TransportBindName string value was blank, corrected to "\Device\" (without the quotes) fixed his issue.
