You won't need the latest greatest, so just find yourself a cut rate place that sells older cards. You probably don't need more than the ability to work with DX8, so you can probably pick up something cheap. That's what I did. I don't recall the version, but I picked up an ATI card real cheap.

Now, I have to add though that there is no guarantee that this will matter. It's possible that the monitor itself can't do better than 640x480. Personally I doubt that, but you never know. It just seems to me that by the time flat panel monitors were introduced, everything could do better than 640x480. (I'm assuming you didn't really mean 680x400)
