Simply put, they must not have tested file locking on Vista-to-Vista (using SMB2). A cursory test would've revealed these flaws -- I actually wrote a C++ app to directly test it, and it even manages to ignore existing locks sometimes. This is a *major* blunder in the Microsoft testing department.
