Running app in compact framework is easy, every windows mobile device does.
Integrated barcode scanner is the problem, not to many devices have an integrated barcode scanner, and the ones that does are usually the industrial PDAs which means more expensive.
There are some options though.
Have you considdered an SDIO barcode scanner card (not as good as integrated but can be inserted into cheap devices)?

I think there is a PDA called Dolphin that has built in barcode scanner.
