I did something similar last week. I don't know whether it is the best way, but I will try to share it with you.
I had my label on the form, like your coded field.
I made a transparent text box minus the border, set through textbox properties.
I set the transparent text box on top of the coded field on the form. Now when I move mouse over the coded field, the tooltip shows up.
I can't recall how I turned on tooltip, but I think there is a command in the Init of the form for it, something like Show.ToolTips I think. I didn't have to use Mouse anything. And I put my verbiage for the coded field in the ToolTip field of the transparent textbox. At least that's where I think I put it. I may have put it in Value, but I can't remember for sure. I know it's in one my of textbox properties.
