For TIFF (a lot better for scanned text) and JPG (a lot better for color pictures) viewing and printing i recommend the IMAG'N ocx.

A bit of OCX manipulation and we could build a great viewer form. I do not know about printing (as we do not use the functionality) but the software is pretty slick and the documentation mention printing.
