How are you so sure that this is the cause of the loss of the money. According to all the articles I've read on the topic, it was obvious to one and all the loose controls put in place by those put in charge of the reconstruction by the US govt. And it became a free-for-all to get as much out of it as possible.

There was a quote I read where someone submitted his request for x amount of the money. When he went to go pick it up, he found the forms he had submitted had the amount changed to x amount plus quite a bit more. The US general who handed the money over to him referred to the "plus amount" as his retirement fund.
