If you have a partnership set-up with ActiveSync that will happen automatically when you connect the device to a PC. If not, well, it's not as easy. In one case I ended up just writing a very simple .NET command line app. on the Pocket PC. I would write a file that contained the current date/time into a file via ActiveSync, then launch this app. to read it/set the time. Low tech, but it worked OK.
