You are correct. The problem was that my firewall, Comodo, was blocking the connection. When I disable Comodo everything works well. So I have to figure out how to set Comodo to allow this networking connection.
Another unrelated problem I found with this Pocket PC (from Symbol). When I have it plugged in, I am having trouble using my cordless keyboard. Obviously the Pocket PC has a wireless or some kind of signal that messes up my keyboard.
