The Virtual Store is the Devil! Check out this folder:

C:\Users\user.domain\AppData\Local\VirtualStore\Program Files\Microsoft Visual FoxPro 9

Any files here are used instead of the versions in C:\Program Files. Hopefully, MS found a way to update the Virtual Store when SP2 is installed, but I wouldn't count on it.
