It absolutely DOES matter.
Iran has been killing, torturing, and kidnapping American civilians since 1979. Iran has been responsible for hundreds of thousands of civilian and military (mostly civilian since that is their primary target) casualties throughout the world since 1979.
Why should we be selling them ANYTHING?
By the way, Iraq used weapons of mass destruction on Iranian troops in the 1980s. Now Iranians deny Iraq had weapons of mass destruction?
