It is a wrapper around IE7. So you are using IE all the time but with added functionality.

I can open a group of urls, close them all, open multiple groups, etc. It also contains numerous useability enhancements like just dragging a hyperlink to open it in another tab, etc, etc. If you are using IE this is a neat imporvement.
