After a long search of many different Html to PDF converters, (that offer a royalty-free developer license), and are easy to install as part of a distributed app, I found one that is reasonably priced and works well. So, in case anyone else is interested, you might save yourself a lot of time searching, installing, emailing vendors for license terms and prices, etc. The one I found and am quite happy with is called PdfDocScout from ByteScout. ($299). They make several other developer tools along this line also. Many others I looked at were way more expensive for a dev license. This is a self-contained ActiveX dll that works great and has a lot of features.
