What about option 3?

Install VFP, Install SP2, Make a copy of the all the Report Apps from SP2, Uninstall VFP (there is no option to uninstall sp2)
Reinstall VFP9, install SP1 then overwrite the Report files with those from SP2.

Now thw toolbar works and you have the benefits of the advanced classes and apps of Sp2.
