There should be no problem running FPW 2.6 in Win 95 regardless of VB5. I've got VB4, 5; FPD 2.5, FPW 2.6, VFP3 and VFP5 all running on the same Win 95 machines, run-time and development - no probs.
Are you running a program when you fire up FPW - or is there a COMMAND=xxxxx in your Config.fpw or config.fp file?
