In Romania was called biftec tartar dont know the equivalent in US. But it was awesome even the restaurants were serving it. Now I heard it is banned due to possible mad cow disease and other ones.

We have beef tartar here too, but I refuse to eat it. Rowan Atkinson did a wonderful 'Mr. Bean' episode in which he ordered it in a restaurant not knowing what it was. It was hilarious.
