When I use this the Report Tool Bar appears but will not allow any icons to be clicked. Is there something I am missing?

Probably not. . Try using the SP2 Report*.App components with SP1 and see if you still see the toolbar problem. If you don't, then this is the stupid bug modal form issue (fixed in SP1) that SP2 re-introduced.

But it may be something else. Give it a try.

Also, the report context menu should continue to provide all the features of the locked-out toolbar.
