Are you using Software Passport (Armadillo)? If yes, then upgrade as there was a version wich had a memory leak that caused this 100% CPU utilization issue (this bug in Armadillo was fixed in less than a month).

Are the users using Skype? If yes, try to close Skype and see if there is any difference. You won't believe me, but if the temperature of the CPU goes over 70 celsius degrees, Skype will go up to 100% CPU utilization in some cases (and when opening VFP it seemed as if VFP was taking all the CPU usage). This is one of the weirdest bug I have ever seen, and it took me more than a month to spot (it is even documentated in Skype support). All I had to do was to clean the CPU heat sink of dust, temperature went to the 40-50 degrees range, and Skype started to run perfectly.
