I think he said something to the effect that "he" doesn't pay enough taxes, then he went on to include the rest. Personally, I think the flat tax would fix that. If everyone (other than the most bottom tier) had to pay 10-15% of income, it would simplify the tax code and preclude the billionaire who doesn't pay taxes.
