I removed all applications from startup in both the startup group and the registry. Even with this configuration it will not load FoxFont, in fact when I try to add the font to Windows through the font applet in control panel, it tells me that it is unable to load the file and it may be corrupted, but I know it isn't corrupted because it works great in safe mode.

Sounds like you may have a zillion fonts on that machine. Try removing some of those.
